NORTON — City resident Christina Sexton summed up many people's fears about how a proposed Old Dominion Power Co. rate increase will affect customers. The proposal to increase ODP's base rate by nearly 31 percent could cost her family an extra $1,000-plus per year and force them to make some very hard choices, Sexton told State Corporation Commission officials Wednesday during public hearings.
